We have a serious problem that people in Chugiak and Eagle River are not been represented well by people in the municipality. Remember the Anchorage municipality was created when in 1974 the city annexed the borough which gave these area no say in how they develop without asking the mothership first. This is why Spokane voted it down almost 25 years ago when they wanted to consolidate the county with the city.
For Eagle River and Chugiak to survive they must be annexed into the Matanuska Susitna Borough. Imagine you go east of the Muldoon exit you are in the Mat-Su Borough. This will take about 5 years to do. First two votes must occur after signatures are gathered on the Eagle River and Chugiak side. One vote should Eagle River and Chugiak join the Mat-Su Borough. Then the Mat-Su Borough will have to have a vote shall the Borough annex Eagle River and Chugiak. If both votes are a go then the state legislature must approve the change of boundaries.
Here are the reasons Eagle River and Chugiak should join the Mat-Su Borough.
Will have greater voice, Has similar politically philosophy, They share electric companies, telephone companies. Mat Valley Federal Credit has a branch in Eagle River.
As far the assets go by state constitution the Mat-Su would automatically get all municipal assetts. Once Eagle River and Chugiak are annexed into the Mat-Su they could form two cities by a majority vote. Now by joining the Mat-Su they will have pay a sales tax of 3 percent on all good and services paid from local places.

Imagine if both Eagle River and Girdwood separated from the Anchorage municipality they would get their needs met and would have a voice in their own decisions.
Anchorage only needs Girdwood, Eagle River and Chugiak so they do not raise taxes their crazy programs.
