Citizens are allowed to gather signatures at any public place in Washington State


 Citizens are allowed to gather signatures for any public issue.  They can not aggressively make a citizen sign a petition.  No store personnel is allowed to ask these signature gatherers to leave.  They have to provide a space for them to gather signature that is not in the way of their operations. Unless the signature gatherer is being aggressive to the customers.  They do not have to provide a table for the signature gathers or a chair.  The petitioners need to provide those items on their own.  

 

If a citizen attempts to obstruct the process of this signature gathering such as ripping up petitions and crossing out signatures they can be subject to arrest and possibly fined for disorderly conduct.  It is considered a felony charge.  Sometimes prosecutors will drop these charge if the violators agrees to never perform the act again.
