Yesterday the Alaska Supreme Court upheld that the legislature can require local contributions if the local area also wants state funding. In 1964 a Democrat the founding Governor Bill Egan mentioned that each area of the state should become a borough most of rural Alaska rejected this that is why some parts of Alaska are in a borough and some are not. The unorganized ones got 100 percent state funding that is uneven way of funding state funding for education. There are two ways of funding this.
One way is to make every census area a borough if you do this. I recommend the native corporations help in putting the borough government together.
Second way is put each government census area in a current organized borough this will form more bureaus quickly.
Final way if to allow more than one school district in a borough this allows an area to receive more localized funding.
