Cities need to adopt the Spokane idea of addressing panhandlers

Lot of cities would prefer the aggressive approach of arresting and giving citations.  This waste taxpayers resources.  Spokane has inventive approach that require panhandlers to have business licenses.  The panhandler pays a $1 for the license they have to display it in public and they do their business.  As long as they do not disobey any traffic laws the police leave them alone.  This also allows the city to track how many panhandlers there are and provides a registry.  Another approach is to do what Seattle does which require all the homeless and panhandlers to clear the street when Obama comes to town or pay homeless to sleep on the sidewalk when Bush, Sarah Palin and Reagan comes to town.  This is what Seattle does because communist run the city.   Seattle City Council wanted have a aggressive panhandling ordinance but Seattle Premiere Mike McGinn prefers the communist approach that Seattle does when enforcing panhandling laws currently.  I prefer the Spokane approach this does not politically discriminate.   He vetoed a measure that would help clean Seattle of abusive panhandlers.  In Alaska the State is the only one that can issue business licenses so cities like Anchorage could sell permits for a dollar.  City leaders like in Seattle, Austin and Yakima try the Spokane idea this cost very little money and it free police resources downtown.
