America should have a national rebate program based on surplus revenues

Alaskans received a record dividend in 2008.  Alaska has a permanent fund dividend program since 1976 based on earnings in the fund to their residence.  They use it to conduct a census to repay government agencies from people who owe child support and other agencies.  Give people more money each year in a form of a rebate will actually let me know that people spend their money better than the government.  Unlike the Alaska Permanent Fund which are paid to welfare and social supplementary income recipients.  They would have to sign a waiver that gives their rebate checks to the agency that gave them their monthly checks to receive assistance otherwise this is double dipping they also would have their child rebate checks as well.  Imagine getting a yearly check from the government like Alaskans do.  You pay taxes every year should government give something back to you instead of funding their pork barrel projects.  This could be used to conduct a census of the country can used every ten years for congressional redistricting.
