Quest Cards should only be accepted at major retailers in Alaska

Quest Cards should only be allowed to be accepted at major retail stores only. During a recent visit I had in Washington State unless you are a supermarket you can not accept Quest cards at all.  The exception if you are in the Alaska Bush or a small unincorporated community within 20 miles or more from a community over 1,000 people in population.  This will prevent fraud on the Quest Card system. Most mom and pop stores do not have a way to train people how to properly be able to take Quest Card.  Cashiers before you are allowed to use the Quest card must ask for ID they also are more likely to fraud the system by allowing the participant to have more cash on hand then allowed by Quest Card rules.  We also need to not allowed Quest Cards to used at pull tabs and casinos.  Recently California and Washington have pull all Quest Card machines from pull tab places and casinos.  If an Alaskan receives Quest Card for cash benefits they should be required to sign over their Alaska Permanent Fund dividend and everyone in their household including their children.  All the Quest clients should be ankle monitored so if someone does risky activity then their benefits shall be cancelled immediately.
